Career Choices Begin with a Child’s Dream
by Sgt.Tracy Moore
From the time when I was a child, I have always shown interest in emergencies. I can remember playing with my “hot wheels cars” and making a car crash scene. I would then dispatch the appropriate units needed to the scene. When I turned sixteen years old, I became a member of a volunteer fire department. From this point on in my life, I have been dedicated to my community and furthering my education in public safety.
Sergeant Tracy Moore
Washoe County School District Police Department, Reno, Nevada
Firefighter
I have served over nineteen years as a volunteer firefighter. During those years I received training and certifications as a Firefighter, Emergency Medical Technician-Intermediate, Hazardous Materials Technician, Engine Operator, Incident Commander to just name a few. During these years I learned skills that can only be acquired by being involved in high stress situations. During these incidents I had to establish communications apply the Incident Command Structure and utilize what limited resources I had effectively.
Law Enforcement and Emergency Management
In 2001 I became a Deputy with the Washoe County Sheriff’s Office. As a deputy I became field training officer, detention facility fire safety officer and was part of the hostage negotiation team. As a deputy I was able to obtain federal grants to update bio-terrorism personal protection equipment and update the rescue air packs for SWAT and the detention facility.
To further my career, I became a Police Officer for the Washoe County School District Police Department. This was an opportunity for me to bring my training and experience and apply it to a growing department. I served as a campus police officer and patrol officer. I am also a Training Instructor for Officers in our department. As an instructor for this “team” we provide training to all the officers of the WCSD in how to prepare and deploy for an active assailant/s in schools. With a global increase in active assailants at education facilities, the WCSD had taken proactive measures by applying the latest training techniques with technology to protect and serve America’s future.
In 2010 I advanced to the special assignment as the Emergency Manager for the Washoe County School District.
While in the capacity as the emergency manager I experienced events such as the Caughlin Ranch fire. This fire caused extensive damage in the urban interface of the city of Reno and Washoe County. This fire also caused the WCSD to cancel school for the entire district because emergency resources where not readily available in their normal staffing levels. A few months later, the Washoe Fire erupted. This caused us to evacuate all staff and students of Pleasant Valley Elementary School and relocate them to Depoali Middle School for student reunification. In 2013 unified command was established for the Sparks Middle School shooting incident. In 2013 the WCSD also had to activate its Emergency Operations Center for a viral outbreak that was effecting a large amount of students in the schools.
As the emergency manager, I was also tasked with managing the updating of a secure website database with software designer Visual Imagry, Inc. developers of VIPlanning Software & Online Services. The site contains an abundance of information such as floor plans, evacuation zones, photo mapping, aerial photographs, and school pre-emergency plans.
In 2014 I was promoted to Police Sergeant. I have also been the acting Emergency Management Director for the Washoe County School District in 2015.

Today It Is Even More Important to Plan for Disasters
I have based my career on preparing for the next emergency. It is important to plan and be prepared for not if a crisis will occur, but when.
My goal is to take my experiences and knowledge and provide a model for public safety in any work place environment.
