Ms. Renee A. Domingo is a professional and career emergency management executive and pioneer who has worked with local, state, federal and international governments, businesses, schools, colleges, public health agencies, public utilities, ports and the community for over 25 years. Her most recent position was as the Director of Emergency Services and Homeland Security for the City of Oakland, California.
She has developed numerous emergency plans and programs over the last 25 years for various different business, schools, communities and government sectors. One example of her work and efforts is that she and a committee she established developed the first California SEMS compliant school emergency plan that served over 50,000 students and became a model for the California School Board Association and was utilized nationwide by other schools in 1993.
She also developed and established the City of Oakland’s Hazardous Materials Regulatory Program in 1994 and applied to the California Department of Toxic Substance Control (DTSC) be a Certified Unified Public Agency (CUPA) in 1996. The City of Oakland’s CUPA program has been successfully in effect since 1996. She also pioneered FEMA’s Disaster Resistant communities in 1998-2000, promoting pre-disaster mitigation at a local level involving community organizations, residents and multi-jurisdictional partnerships.
She has been involved in emergency response, recovery, and mitigation efforts for eight presidential-declared disasters.
Ms. Domingo established the City of Oakland’s Homeland Security Division in January 2006 and is a member of the Bay Area Urban Area Security Initiative (UASI) Approval Authority along with representatives from San Francisco, San Jose and the counties of the three major cities, as well as the a California Office of Emergency Services (CalOES) representative.
With development and presentation of over 1400 workshops, training sessions, and conferences in the field of emergency management, human resources management, contracts and grant writing, she is an internationally recognized expert and is regularly quoted in the media. Ms. Domingo has received several national awards and various state, regional and local recognitions for her commitment, leadership and work in the field of emergency management and the fire services.
Ms. Domingo holds numerous credentials including an Executive Fire Officer designation from the National Fire Administration, National Preparedness Leadership Initiative Certification from John F. Kennedy School at Harvard University and an MBA in Management.
