School-Centered Emergency Management Documentary Produced by Schools for Schools Free Copy for Principals Why Plan? is an award-winning, 25 minute video of how Texas schools responded to Hurricanes Katrina and Rita. It explores the challenges that Texas school districts faced during and after hurricanes Katrina and Rita. Responsive Learning, along with an extremely talented team of professionals, set forth on a mission to create a documentary to capture the story of how school districts were affected by the impact of the hurricanes, how they dealt with them, and the lessons they learned in the process. Kay Karr, President of Responsive Learning, personally experienced Hurricanes Katrina, Rita, and Ike, having first been a care giver and then becoming an evacuee. After experiencing Hurricanes Katrina and Rita, Kay Karr, working with Responsive Learning, served as the Executive Producer of the video, “Why Plan”. The production team traveled throughout Texas to capture the story of how school districts were affected by the impact of Hurricanes Katrina and Rita, how they dealt with them, and the lessons they learned in the process. All of these experiences have caused her to be passionately committed to school-centered emergency management and the mission of helping schools to be better prepared. Areas around Beaumont, Texas, suffered a direct hit from Rita, just 3 short weeks after being overwhelmed with the thousands of evacuees from Louisiana, who had been in the direct path of hurricane Katrina and sought refuge in the nearest Texas communities. School districts in East Texas found themselves trying to cope with the needs of these evacuees pouring into Texas. Shortly thereafter these same Texas communities and school districts found themselves and the evacuees they had been sheltering forced to flee from the destructive path of hurricane Rita. "Why Plan" Production Team
Jim Zura and his production associates traveled through Texas to capture the story of how school districts were affected by the the impact of Hurricanes Katrina and Rita, how they dealt with them, and the lessons learned in the process. Areas around Beaumont suffered a direct hit from Rita. Districts in East Texas were overwhelmed as tens of thousands of fleeing motorists converged on schools, seeking food and shelter. The team conducted interviews with 18 key people; including district superintendents, district staff, and government officials in producing this 25-minute documentary. "Why Plan?"
